A new crime bill, the Secure Omnibus, introduced by Councilmember Brooke Pinto, aims to make permanent several temporary measures passed in 2023, including the legalization of pepper spray and pepper guns for self-defense.

Why the Change?

The decision stems from a concerning rise in crime, particularly homicides and robberies. In response, the D.C. Council passed emergency legislation in November 2023 allowing the sale and use of pepper spray. This move proved popular, and the Secure Omnibus seeks to solidify it as a permanent option for residents seeking to protect themselves.

What Does This Mean for You?

Previously, only licensed dealers could sell pepper spray in D.C. If the Secure Omnibus passes, this restriction will be lifted, making pepper spray more accessible for purchase at various retailers.
